Scope of design of MPC controllers

I would like to initiate some discussion on the scope of design of MPC controllers. Often a controller will cover a logical grouping of “unit operations” in a process unit such as FCC reactor/regenerator/main fractionator, or all towers in a gas plant. Specifically, I am looking for this discussion to produce some guidelines on how to decide at the design stage whether a controller can cover the full scope of a process unit or if it is best to divide it up into several coordinated controllers. I would expect these guidelines to be largely based on time to steady-state of the sections of the process unit and the coupling between these sections. I think formalizing any concrete design guidelines or additional selection criteria would be beneficial to the control community at large.
